Does CICH work with children with
special needs/disabilities?

October 2001

CICH does not provide a direct service to children or their families. Rather, it works with policy makers and others like the media, to urge the development of the proper policies in order that grass roots organizations can provide the services.

For example:

  • CICH works with the Child and Youth Homecare Network, a national group of researchers especially interested in the issues affecting children, youth and their families.

  • CICH has been working with Statistics Canada and HRDC (Human Resources Development Canada) to design and test the national Participation and Activity Limitation Survey (PALS), which will describe the situation of children and youth with disabilities in Canada following the general census. CICH is urging that this survey become longitudinal.

  • CICH works with organizations such as the Canadian Association for Community Living (CACL) to work towards new and improved policies as well as the creation of health and social indicators that are inclusive of all children.

  • CICH participates on the Human Resources Development Canada Homecare Sector Study, and we are the only organization specifically representing the special interests of children, youth and their families, urging the Sector Study to remember the special needs of children, youth and families.

  • From time to time, CICH is a resource to media and the child welfare system to describe the unique situations of children with special needs.

  • CICH is interested in a research project to determine a process to identify how many children have complex needs requiring technological or extensive support. To date there is not a clear picture of the number of children requiring care in order to participate in family, school and community.

  • In any of its policy work with governments or non-government organizations and coalitions such as the National Children''s Alliance, CICH always includes the special needs of children, youth and their families.
